Spartan Solar Overview
Spartan Solar is a community solar project in Queensbury, New York, that demonstrates how brownfield sites can be successfully redeveloped to support local clean energy generation. The site repurposes a closed and capped industrial landfill into a clean energy asset. The approximately 5 MWAC / 6.5 MWDC facility is being developed on 38.5 acres of a former landfill site, using a fixed-tilt ballasted racking system designed to avoid penetrating the landfill cap and disturbing environmental controls.

Project Development Timeline
Landfill Closure Completed
1995
A final landfill cover system consisting of a geomembrane and soil cap was installed, and the Town of Queensbury began long-term monitoring and maintenance of the site.
Local Approvals Secured
2023
The Town of Queensbury approved Spartan Solar’s site plan, special use permit, and wetland permits, clearing the way for redevelopment of the closed landfill as a community solar project.
Planning and Design Advancement
2024-2025
Project teams completed environmental studies, engineering design, permitting updates, and landfill compatibility reviews to ensure the solar facility could be safely constructed without disturbing the landfill cap.
Construction Underway
Spring 2025
Construction activities commenced on the 5 MW AC / 6.5 MW DC community solar project, which uses a specialized ballasted racking system designed for closed landfill applications.
