40% of this solar project will be reserved for low to moderate income subscribers – ensuring equitable access to the economic benefits of solar energy.

Project Overview
Building Solar Sustainably in Maryland
The Renn Road Community Solar Project is a ground‑mounted, single‑axis tracking community solar facility, proposed near the community of Ballenger Creek and on the southwestern outskirts of the City of Frederick, Maryland.
The project is designed to generate solar power under Maryland’s Community Solar Energy Generating Program and is subject to review and approval by the Maryland Public Service Commission (PSC) through the Certificate of Public Convenience and Necessity (CPCN) process.
The project site is ideal for solar development, relatively flat and open, avoiding any environmentally sensitive areas.

How was this site chosen for this community solar project?
This parcel is ideal for solar development. Relatively flat and open, the site has few neighbors and no environmentally sensitive areas. This minimizes the impact of the solar array on the surrounding community and environment. A 34.5 kV distribution line runs through the property diagonally and has capacity. This makes connecting to the grid logistically and financially feasible.
How will the visual impact of the site be mitigated?
To mitigate visual impact, the proposed design incorporates a 35-foot landscaped buffer around the array perimeter that will be planted with native shrubs and trees. These plantings will help screen the panels from view of nearby homes and roads year-round.
